The Minutes of the Cootamundra-Gundagai Local Traffic Committee Meeting held on Thursday 7 November 2024, attached to the report, be received and noted. 2. In consideration of the Cootamundra-Gundagai Local Traffic Committee recommendations detailed in the minutes, Council endorse the following: 2.1. That the No Parking sign on the verge of 22 Poole Street, Cootamundra be re-located to the southern side of the driveway to prevent driveway obstruction due to parked vehicles. 2.2. That Council appoint the Boundary Road Subdivision Bus Stop as a formal school bus stop and seek funding to upgrade the infrastructure. 2.3. That a safety audit of the proposed Old Hume Highway Bus Stop location be conducted by Council and the results reported to the LTC for consideration. 2.4. That a Stop sign be installed at the exit point of Olney Lane at the Mackay Street intersection due to pedestrian visibility concerns. 2.5. That residents on the western side of Hovell Street between Temora Road and Sutton Street, Cootamundra are consulted regarding suitable parking options in consideration of visibility concerns and current No Stopping signage. 2.6. That Heavy Vehicle and High Vehicle Route signage in Cootamundra be updated to ensure advanced warning of the low clearance bridge on Olympic Highway and improve directional clarity for high vehicles. 2.7. That Council conduct further consultation regarding the Loading Zone signage at the rear door of The Outback Bakery and laneway obstruction on Cooper Lane. 2.8. That Council seek funding to improve pedestrian and road user safety on Morris Street, Cootamundra which includes the removal of the London Plane trees. 2.9. That approval be given in principle to the Sacred Heart Central School to hold the 2025 All Schools Beach Volleyball Carnival on the 14 February 2025 subject to the following conditions: (a) The temporary closure of Murray Street (Wallendoon Street to Bourke Street) between Tuesday 11 February and Monday 17 February inclusive (closure included in the Coota Beach Volleyball Carnival proposal). (b) The event organiser complies with any conditions set by Council and the NSW Police. (c) The Event Management Plan (EMP) is completed and submitted to Council (attached). (d) A current Certificate of Currency (COC) is submitted to Council noting TfNSW, NSW Police and Cootamundra-Gundagai Regional Council as interested parties. (e) Council provides a Traffic Guidance Scheme (TGS attached) and associated traffic control. 2.10 That the inaugural Km for Kilos Cycle Event for Foodbank NSW and ACT scheduled for 1-3 May 2025 be approved in principle subject to the following conditions: (a) That a current Certificate of Currency noting Council, NSW Police and Transport for NSW as interested parties be submitted to Council as soon as practicable. (b) That consent be received from associated surrounding Councils for the event to be held within their municipalities. (c) The event organiser complies with any conditions set by Council and the NSW Police. 2.11 That Transport for NSW inspect the curved section of Reno Road, Gundagai and recommend safety improvements. Resolution 226/2024 Moved: Cr Penny Nicholson Seconded: Cr David Graham In accordance with Clause 178 of the Local Government (General) Regulation 2021; Council reject the Tender Submission received from Solve Civil due to the lack of tender submissions received and the value of the tender submitted being significantly more than Council’s allocated funds for Gundagai Effluent Reuse Project Stage 1, and authorise the Interim General Manager to: 1. Notify Solve Civil that it was unsuccessful with its Tender. 2. Delegate staff to enter direct negotiations with selected irrigation contractors with a view to entering into a contract for the provision of works and equipment required for the Gundagai Effluent Reuse Project Stage 1, Council’s allocated budget of $300,000. 3. The reason for entering direct negotiations rather than inviting fresh tenders is to enable the best possible chance that works can progress in a timely manner. 4. Following market response, determine and approve a contract to a maximum value of $300,000 with a suitably experienced and qualified applicant. Carried |

Resolution 234/2024 Moved: Cr Gil Kelly Seconded: Cr David Graham Council note, that: 1. The tendering process, that has been undertaken by seven Council’s under Riverina Eastern Regional Organisation of Councils (REROC) Resource Sharing Project (Request for Tender 002/2024) for the bulk supply and delivery of bitumen emulsion. 2. The Tender Evaluation Panel, of which Cootamundra-Gundagai engineering staff were part of, unanimously recommended that Boral Asphalt be awarded the tender. 3. Council have entered into a three year fixed fee schedule of rates contract, commencing on 1 October 2024, for the bulk supply and delivery of bitumen emulsion as shown in Attachment 1. Carried |

1. Old Mill Masterplan Presentation ⇩ |
Council support Option Two, Immersive Storytelling Experience, to be developed into a Business Case for future funding opportunities for the Old Mill Gundagai. |
Introduction
In 2018 Council purchased the Old Mill at Gundagai (2 Sheridan Lane) at the request of the community and in recognition of the significant local heritage significance of the C.1848 building, which is the only structure to have survived the Great Flood of 1852 in which one third of the townsfolk perished.
Discussion
In March 2023, Council resolved to utilise funds allocated to the Old Mill project from the Stronger Communities Fund to masterplan the Old Mill precinct including a business case and community consultation.
CGRC engaged S2 Architects and Sparrowly Group Consultants to undertake the stakeholder engagement and mapping of a master plan and business case to be used to apply for future grant funding opportunities for the Old Mill.
An Extraordinary workshop for Councillors was held on 27 November 2024, with S2 Architects and Sparrowly Group consultants presenting two master planned options for adaptive reuse of the Old Mill, Sheridan Lane, Gundagai. Two options presented were Multi-Use Recreation Space, and Immersive Storytelling Experience.
Feedback from the workshop, and post workshop, was for option two, Immersive Storytelling Experience to be developed into a Business Case for future funding opportunities.

Council endorses the amended Cootamundra-Gundagai Regional Council Section 355 Committee Management Manual noting that the document will be subject to consultation with the Committees and presented for final adoption by Council should substantial adjustments be required. |
Introduction
The s.355 Committee Management Manual has been updated to give clarity around the financial arrangements and expectations between the s.355 Committee’s and Council.
Discussion
The following guidelines have been added to the attached s.355 Committee Management manual:
Income
Any income generated will be deposited into a bank account controlled by the section 355 committee.
This income can only be used for the following purposes.
· To generate future income such as events, promotion or the purchases of goods for sale
· Minor repairs and maintenance
· Administration costs such as bank fees, finance charges and minor material purchases
· Capital works and major repairs and maintenance (see section “annual works schedule” below for more details)
The section 355 is responsible for the banking of income generated and managing the bank account.
Expenses
To support the committee’s council will pay for the following expenses of the section 355 committee;
· Property insurance
· Utility access charges (Water, Sewer, Electricity, Gas if applicable)
· Council Rates & Annual charges including Waste.
· Wages if applicable as at financial year 2024 (Future wages would need to be mutually agreed between council and the committee)
· Repairs & Maintenance as per the annual works schedule
The committee will pay for the following expenses of the section 355 committee.
· Utility user charges (Water, Sewer, Electricity, Gas if applicable)
· Administration costs such as bank fees, finance charges and minor material purchases
· Minor repairs & maintenance outside the scope of the works schedule
· Expenses purchased to generate future income such as events, promotion or goods for sale.
Annual Works Schedule
· Council staff will prepare an annual works schedule (that covers maintenance, repairs and maintenance and capital projects) in collaboration with the section 355 committee that will commence 1 July each year.
· The works schedule will detail the tasks and projects that have been identified and require completion in the current year and how they will be funded.
· The works schedule will be tailored to the individual requirements of each committee.
· For any capital works/projects/major maintenance/grants outside approved budget a funding source will need to be identified. approval will need to obtained from a council officer and/or the finance manager and a funding source will need to be confirmed before commencing.
Budget
Before the commencement of each financial year the section 355 committee will provide council with the following ;
· List of fees and charges for the following year
· Budget with expected income and expenditure that the committee is responsible for
· Signed annual works schedule
· Details of any current grants
This documentation will be presented and approved, rejected, or amended by Council in collaboration with the section 355 committee.
Bookkeeping & GST
From 1 July of each financial year the section 355 committee will be responsible for maintaining a ledger of transactions recording income and expenditure they are responsible for, as well as ensuring that GST is recorded accurately on these transactions. This ledger can be maintained electronically or physically, at the discretion of the section 355 committee.
Every quarter of the financial year (end dates of 30/9,31/12,31/3 and 30/6) the section 355 committee will provide council with a report that lists the total income, total expenses and net GST and include a copy of the bank statement and reconciliation. A review will be undertaken to compare actuals to budget, with a sign off completed by the finance department of council. The financial returns will be due 2 weeks after the end of each quarter and will be returned to the committee within 2 weeks of their submission.
The GST will be processed through council and if a refund is due to the section 355 this amount will be deposited to their bank account, if GST is payable, an invoice for payment will be sent to the section 355 to recoup the cost to Council.
For any capital works/projects/major maintenance/grants outside approved budget, approval will be required from an authorised council officer and/or the finance manager before commencing, ensuring procurement processes are followed.
Grants
Council is supportive of section 355 committee’s applying for a grant funding. However, before commencement of an application the committee will need to submit a request to the Councils project management committee. This committee will review the grant to confirm that it is appropriate and then endorse the 355 Committee’s application seeking grant funding.
Council support
If a section 355 committee is experiencing financial difficulty the committee will need to advise Council’s finance department as soon as possible.
An updated copy of the s.355 Committee Manual, and a covering letter providing an explanation for the amendments to the manual and seeking feedback, will be forwarded to all s.355 Committees.

Introduction
This application was included in the October Council business paper, as the proposed development sought a variation to the Development Control Plan (DCP) regarding garage siting which exceeded delegations to allow determination. On 22 October 2024, Council resolved to defer consideration of Item 8.4.2 (DA2024/88) to the next scheduled Council meeting, pending a review of the report and recommendation.
The application could not be referred to the November 2024 Council meeting as the proposed development was amended, triggering a renotification process. At the time the business paper closed, the application was still under notification.
Review of the report has been undertaken and is provided in Annexure A.
Discussion
Amendments to the application removed the previously proposed DCP variation. Consequently, the application could be determined under staff delegation. However, considering the wording of Councils resolution did not foresee further changes to the application, the matter is referred to Council for determination.:
Recommendation of the assessing officer is that proposed development be approved subject to conditions provided in Annexure 2.

The Cootamundra Engineering Report for the month of December 2024 is submitted for the information of Council and the community.
Discussion
Fixing Local Roads
Pavement works on the Hovell Street rehabilitation are expected to commence late January / early February 2025 and it is anticipated that the project will be completed late May 2025.
State Roads
Council’s heavy patching program has been completed.
The resealing program will commence mid-January.
Shoulder widening south of Cootamundra is planned to commence in February 2025.
Council’s RMCC crew are currently undertaking routine maintenance works on the State Roads.
Local Roads & Community Infrastructure R4 Footpaths
The footpath replacement works on Bourke Street (Cooper to Thompson Streets) are expected to be completed by the end of November, weather permitting.
Footpath replacement works on Cooper Street (Wallendoon to Mackay Streets) are expected to commence at the end of November and be completed prior to the Christmas break, weather permitting.
Gasworks Rehabilitation (Cootamundra Depot 2)
§ CGRC Volunteer Management Plan (VMP) has concluded.
§ EPA to issue Ongoing Management Plan (OMP) – Pending.
§ Once OMP received CGRC to update Gasworks Environmental Management Plan (EMP) to include OMP requirements.

Introduction
The Gundagai Engineering Report for the month of December 2024 is submitted for the information of Council and the community.
Natural Disaster Reconstruction Works
The Bundarbo Causeway is at the final stages of construction. The deck has now been poured and approaches are completed. Council staff are now working to remove the temporary road that was put in place during construction which includes removal of temporary pipes and backfilling. Once completed signage will be installed and the causeway will open by early December.
Rural & Regional Roads
Nangus Road has undertaken heavy patching with gravel overlay and stabilising being completed by Council staff in various locations and a two coat seal to finish. Line marking will occur in the coming month once other rehabilitations are completed.
The initial preparations are underway for heavy patching on Muttama Road. This will include a gravel overlay, stabilising and a two coat seal in various locations as required. It is expected that these works will be completed by the end of December weather permitting.
Hillas Creek Bridge
All the documentation required for issuing the Fisheries Permit has been lodged by the contractor and Council is now awaiting a determination so that the physical works of constructing the approaches to the new bridge can commence. This will allow the contractor to start works onsite once the approaches are formed and the area is accessible.
Local Roads and Community Infrastructure Program (LRCI)
Sheridan Street Block 3 Stage 2 upgrade:
Sheridan Street upgrade is continuing to progress with the stormwater drainage, retaining walls including the capping stones now complete. The footpath pavers are 80% laid following the raising of the water hydrants.
Works to follow in the coming weeks include:
- Completion of paving
- Installation of garden beds
- Sealing of roadway
- Line-marking
- Street light installation
General Works
Maintenance grading is being completed on Bundarbo Road and various roads within the Bundarbo and Nanangroe area. This follows from the completion of road forming at the Bundarbo Causeway.
Slashing and weed spraying has been completed on various roads including Darbalara Road, Burra Road and Reno Road.
Council’s tar patching team have completed pothole repairs where required.
Water and Sewer
Telemetry upgrades are now complete at the Cootamundra sites. The contractor has now completed 90% of the Gundagai locations with installation of infrastructure and the programming of the system and training of staff occurred in the first week of December.
Council Water and Sewer staff are currently inspecting sewer manholes as part of ongoing maintenance, including painting.
Tenders for the Gundagai WTP Filtration and the Gundagai WTP Intake have been released to public tender. They will close on 5 December and be assessed prior to Christmas. This will form part of the upgrades required for the Gundagai Water Treatment Plant.

That Council request formal approval and support from Local Land Services (LLS) for Council to make application to Crown Lands for the Change of Purpose or Acquisition of lot 7010, DP1028790 being the current Travelling Stock Reserve on which the Gundagai Long Stay RV Park off Pope Street is situated. |
Introduction
The Gundagai Long Stay RV Park on Pope Street is situated on a Travelling Stock Route (TSR) beside Morley’s Creek. The RV Park was established some years ago between Gundagai Shire Council and the Department of Primary industries to provide a free RV camping area for tourist on the then unleased reserve.
Discussion
The Gundagai Long Stay RV Park maintenance was discussed during a meeting with Local Land Services (LLS) staff earlier this year. The Travelling Stock Reserve is situated off Pope Street and on the western side western of Morley’s Creek. Being a TSR it is currently under the authority of LLS.
LLS staff have informed Council that under the Departments current TSR management requirements the reserve will be included with a list of other TSR’s in the region which will all be released for an open expression of interest process for the leasing of TSR reserves in June 2025.
If this was to happen and Council wish to continue with the Long Stay RV Park operation it would also have to submit an expression of interest to LLS. Due to the process Council would then run the risk of the LLS receiving applications for the lease of the Pope Street reserve from other parties. Applications would be assessed by the LLS with the application that fits the usage requirements of TSR reserves and is deemed the most viable option generally getting the LLS approval for a lease.
If council wishes to continue the operation of the Long Stay RV Park operation there is an opportunity to submit an application to Crown Lands for either a change of purpose or acquisition of the land. In order for either application to be received by Crown Lands they require the current nominated land managers (Local Land Services) to approve the submission to do so.
If an application was prepared, submitted, and received by Crown Lands for consideration early next year then the reserve may be removed from the list of TSR reserves for the LLS mid 2025 expression of interest for lease while the application is be considered.
It should also be noted that LLS staff have indicated that they would be happy to release the land from their responsibility.
By transferring the management by acquisition or change of purpose of the Land, Council would remain responsible for the maintenance of the reserve which typically involves regular mowing, spraying and minor tree works. The change would also permit additional activities and infrastructure to be added which is presently not allowed under the TSR land use classification.

If required, an Annual Licence Fee to be paid from Regional Services Budget.

Introduction
The report aims to provide an overview of the varied works undertaken by the Gundagai Regional Services Team over the previous month and intends to give an update on the ongoing works and projects.
Discussion
This report covers the Regional Services projects and works over the month of November, detailing the operational activities, information on the progress of projects and the routine duties of this division.
Gundagai Parks & Gardens Section – Parks, Reserves, Sporting Fields, and Playgrounds - Achievements for the month include:
· Readying the streets for the holiday period.
· Spraying of town Streets.
· Line marking in preparation for sporting events.
· Hedging in main street and parks.
· Mowing, edging, and watering of parks and gardens.
· Filling of the swimming pool has started.
Cemeteries – North Gundagai Lawn & Monumental, South Gundagai, Tumblong, Coolac, Mount Adrah, Muttama, Adjungbilly, Nangus, Wagragobilly (Darbalara). Cemetery happenings this month include:
· Council have had two interments for the month of November so far.
· Council staff have completed the CCA NSW training this month.
· CCNSW have advised the upcoming decision on GST associated with burial rights has been delayed with final GST determination due to be released Wednesday 4th December 2024.
Biosecurity -
· Councils Biosecurity Officer has attended a three-day Alligator Weed Surveillance Exercise in Carrathool helping to hone his skills in surveillance.
· Applications for the 24/25 WAP funding has not opened with no communication from DPI as to when this will happen.

The Regional Services Cootamundra Department Monthly Works Report be received and noted. |
Introduction
This report has been prepared to inform Council of the activities undertaken by the Regional Services – Cootamundra Department over the month of November 2024.
Discussion
Saleyards
Ongoing weed maintenance has been conducted to keep the yards at a manageable level. No sheep sales have occurred.
The saleyard’s holding paddocks are in good condition and holding up well, the agistment has been extended for an additional four weeks. This has been helping manage excess feed in the paddocks, reducing future fire risk and generating income.
Reinstatement of the stolen and damaged cameras is booked for December and is covered by the insurance.
Claron Estate land is on a 12-month lease contract. The fire risk has been reduced significantly with the use of sheep to graze the bulk of the fodder.
Truck Wash
As of the reporting date 25th November, the truck wash recorded 88 transactions, invoicing a total of $4,384.65.
Truck wash area was cleaned and emptied, removing approximately 10 tonnes of manure.
Cemeteries
In November there was one interment of ashes at Cootamundra Lawn Cemetery. Additionally, five plaques at the cemetery were refurbished and reaffixed, with a further four removed and awaiting return.
Council staff met with members of the Stockinbingal Community Association to discuss the Stockinbingal Cemetery and the plans for moving forward if Council is successful in obtaining the Biodiversity Conservation Trust grant.
There has been no update on the Biodiversity Conservation Trust grant for Stockinbingal and Wallendbeen Cemeteries.
Council has received positive correspondence about the Cemetery at Cootamundra from visiting family members, thanking the team for the appearance and upkeep of the area.
Rabbit control measures were undertaken at the Stockinbingal Cemetery due to a significant increase in numbers of rabbits within the site. The rabbits have undermined several of the monumental graves which can potentially lead to a collapsed grave site.
Regulatory Services
As of the reporting date 25th November, Council’s Ranger addressed two reports of illegal dumping; both incidents were cleaned up and reported as required. Council has noticed a reduction in illegal dumping after installation of the EPA – RID signage.
Council’s Ranger has observed an increase in abandoned shopping trolleys which has placed additional demands on their time. To address this, Council has partnered with Trolley Tracker, a service owned by the Woolworths Group. The Trolley Tracker app is free for the public to use, enabling residents to report abandoned trolleys. Once a report is submitted the app notifies the trolley owners, who are responsible for retrieving them. Council continues to remove trolleys from the Muttama Creek when observed or reported.
As of the reporting date 25th November, 12 dogs were seized during the month. Of these, one dog, was microchipped and registered and returned directly to its owner, while two were microchipped and returned directly to the owner with notice to complete registration. Three dogs were impounded and later reclaimed by their owner after relevant fees were paid were released. Four dogs went unclaimed and waited out the legislative impound period. Additionally, one dog was surrendered for rehoming, with four dogs currently awaiting new homes. Two dogs are awaiting the legislative impound time and three transferred to rescue organisations.
An investigation was undertaken by the Council Ranger and the RSPCA to resolve a non-compliance issue. Collaborative efforts with the RSPCA assists Council in achieving compliance in difficult circumstances. There were 11 dogs involved in the incident, compliance was achieved through the collaborative effort and support from other Cootamundra Regional Services team members.
Council Rangers seized seven cats, none of which were microchipped, with only one being reclaimed by their owner. One cat was surrendered to Council. Eights cats have either been released to rescue organisations or been rehomed. One cat is still waiting to be rehomed.
Rangers also investigated three dog incidents in November. From these incidents two dogs were seized by Rangers and returned to the owners once compliance was met. Two dogs were declared menacing dogs, one was issued a warning.
Council Rangers have issued three Penalty Infringement Notices.
Total registration fees collected to the report date 25th November amounted to $1,244.00.
Council has released a Companion Animal Survey to gather valuable insights from the community about their needs and expectations regarding companion animals and the Council rule. This survey aims to ensure public input plays a key role in shaping policies and initiatives.
The feedback collected will directly inform the development of the updated Companion Animals Management Plan, helping Council address important issues such as registration, facilities, and responsible pet ownership. Residents are encouraged to participate and have their say in creating a plan that reflects the community's priorities and supports a harmonious relationship between people and their pets.
Council’s Ranger attended and provided assistance at the scene of a stock truck rollover on Muttama Road. Comments from all involved gave praise for the efforts of the Cootamundra Ranger who remained onsite to facilitate the removal of sheep from the truck and to coordinate animal welfare.
Additionally, Council Rangers issued warnings for illegal parking to owners of illegally parked cars. Two vehicles were impounded for breaches under the NSW Public Spaces Act.
November Parks and Gardens
Mowing maintenance was a main priority for the early part of November – sports fields, surrounds, irrigated small spaces, villages of Stockinbingal and Wallendbeen and town open spaces. Favourable conditions and moisture in the profile has allowed the grass to continue to grow up to the start of November. The current dry conditions have now slowed the growth significantly and the main focus of mowing is on irrigated areas.
Bird mesh has been successfully installed on the Fisher Park Stadium with immediate results – no more pigeons roosting in the rafters and defecating on the seating below.
The Fisher Park Stadium is currently being cleaned in readiness for the Lions Christmas Carnival and Fireworks display, a popular event that attracts a large crowd. The surrounds will be maintained in readiness of the event.
A school touch football carnival was held on Bassingthwaite Oval with over 700 students in attendance. Reports from the Principal and Staff were that the grounds and facilities were in great condition added to the success of the event. Council had worked on the grounds maintenance, line marking, mowing and cleaning the facility for the event.
Nicholson Park drainage has been completed. The area will now be maintained by staff to get the turf to a playable standard for the annual Touch Football Carnival in early January.
A large tree removal at Wallendbeen Recreation Ground was undertaken to facilitate the replacement of the picket fence that was lost in the flooding of 2022. The task was carried out by a local tree surgeon.
Interviews and fulfilment of three Parks Attendant roles within the Parks and Gardens team have been completed. Internal recruitment of one of the roles has opened the opportunity for another Parks Attendant position, applications close 29th November.
Installation of a discus safety cage at Albert Park sporting facility has begun with expected completion by Saturday 30th November; a collaboration of a local engineering company and Council to complete the task for Cootamundra Little Athletics and Local Schools.
Muttama Creek vegetation removal was undertaken by a local business in collaboration with Council to remove the exotic trees growing in and on the edge of the Muttama Creek as part of the Muttama Creek Regeneration Group project to revegetate and care for the Muttama Creek.
Cenotaph preparation for the Remembrance Day was undertaken with several positive comments from the public of the appearance of the cenotaph area. Cootamundra’s Horticultural Apprentice undertook the task of hedging, edging and mowing the area.
Albert Park tree maintenance was undertaken on two significant Elm Trees over 100 years old and over 30 Meters tall by a contractor, bringing in a crane to undertake the work. The trees had significant deadwood in them and overarching limbs that were a danger to the users of Albert Park.
Repairs to toilet doors, pump house doors and power points due vandalism were undertaken in Jubilee Park by local contractors.
Graffiti continues to appear around the town on random sites. Investigative measures have been used along with the local Police to try and identify the offender. At this stage there has been no one apprehended. The graffiti is cleaned as soon as possible once discovered.
Parks Staff cleaned up the grounds of the old Baby Health Centre for it to be leased out, removing dead shrubs, weeds and tree pruning.
Bio Security
Council was successful in obtaining a Crown Reserves funding to control weeds on the Cowcumbla Tank Reserve. Collaborative works with other government departments is fostered in the Weeds Action Plan and supported by the Department of Primary Industries in the fight against weeds.

General Comments:
- High risk site (Cootamundra abattoir) priority for upcoming land inspection.
- Focus to remain on spot-spraying of local roads for seasonal summer weeds.
- Noted that roadsides treated in the 2023 season are presenting significantly less weed incursions.
- 15/11/2024 had new Biosecurity Officer from Gundagai attend private property inspections to familiarise him with the Chartis mapping service and post inspection report process.
- Intend for this to continue once per week up until the Christmas break.
- DPI Weed Action Program applications are yet to be opened.
Facilities
General building maintenance has been undertaken as per work schedule. This has increased due to the facilities attendant role being vacant for an extended period.
The Town Hall and Civic Hall were transformed into a beautiful setting to host the debutant ball.
The large roof mounted air conditioner has been replaced at the Cootamundra Library. This will provide much needed climate control for the staff and patrons who frequent this facility.
The Cootamundra town pool buildings have been sprayed for bugs and spiders. New anchor points have been installed for the false start set up that will be utilised by the Cootamundra Swim Club.
The contractor has continued to cull pigeons in the Cootamundra CBD area and Fisher Park.
Capital Works Projects
The Ellwood’s Hall new toilet block project continues to progress. The contractors are confident the project will be completed by Christmas.
The drainage works for Nicholson Park have been completed. This grant funded project was fantastic timing with the Cootamundra Junior Rugby League Club set to host the grand final next year at Nicholson Park.
Council staff have continued with the replacement of soft fall within the flood-effected playgrounds.
The 2023-24 Country Passenger Transport Infrastructure Grants Scheme has allocated funding for installing shelters and seats for the designated bus zone areas at the Cootamundra High School, Cootamundra Public School and Creekside Kids. The council has carried out onsite meetings with representatives from each education facility to identify the most appropriate location for these items. The shelters and seats have been ordered and will be installed over the school holiday break.
Waste Services
The landfill shed for the “tip shop” has been completed and items are being collected, cleaned and placed in the shop. There is still work to be completed including fencing, signage, pedestrian footpaths and line marking before it can be open to the public. All going well the shop should open in December.
The crushed concrete product is continuing to be popular with over 1,100 tonnes being sold to date.
The Manager of the Southwest Regional Waste Management Group met with the current haulage contractor and waste staff at Cootamundra, as well as other Council landfills within the group, to discuss issues surrounding the compactor trailers and identifying areas for improvements.
Financial
All areas of expenditure relating to the operations within Regional Services – Cootamundra are in most part within the allocated budgets.
