Council acknowledges the Wiradjuri people, the Traditional Custodians of the Land at which the meeting is held and pays its respects to Elders, both past and present, of the Wiradjuri Nation and extends that respect to other Aboriginal people who are present.

1. Councillor Abb McAlister (Mayor) and the Councillor Dennis Palmer (Deputy Mayor) be appointed as members of the recruitment panel for the position of General Manager. 2. Two (2) Councillors be appointed to the remaining two positions on the panel. 3. Following interviews for the role General Manager by the panel, a report be prepared and submitted to Council on the process, including recruitment recommendations. |
Introduction
Section 334 of the Local Government Act, 1993 requires Council to appoint a person to be its General Manager. At Cootamundra-Gundagai Regional Council the position of General Manager is currently vacant with Deputy General Manager, Phil McMurray, acting in the role.
At the Extraordinary Council Meeting of 17th April, 2019 Council resolved to invite the following recruitment companies to submit proposals, including quotations:
· Blackadder Associates
· Local Government Management Solutions
· McArthur Management Services
At the Ordinary Meeting Council held on 25th June, 2019 it was resolved to accept the proposal received from Local Government NSW Management Solutions (LGMS), for the recruitment of the position of General Manager at Cootamundra-Gundagai Regional Council (Min no. 207/2019).
Christian Morris and Wayne Noakes, Senior Management Consultants of LGMS, are currently reviewing the applications for the position of General Manager received by LGMS, and will be subsequently shortlisting the applicants and providing that shortlist for the consideration of Council.
As part of the recruitment process, it is proposed that a four (4) person panel of Councillors be appointed to review the shortlisted applicants and conduct the interviews in conjunction with LGMS. It is also proposed that Councillor Dennis Palmer (Deputy Mayor), myself and two additional Councillors comprise the panel to undertake these activities in conjunction with LGMS.
Following the conduct of the process the panel would prepare a report, including recruitment recommendations, for the consideration of Council.
The Office of Local Government Guidelines for the Appointment and Oversight of General Managers, attached to the report, provides comprehensive information to assist Councillors with undertaking the recruitment and selection for the General Manager’s position with regard to their obligations under the Local Government Act, 1993 and the Local Government (General) Regulation 2005.
