1            Acknowledgement of Country

The Chairperson acknowledged the Wiradjuri people who are the Traditional Custodians of the Land at which the meeting was held and paid his respects to Elders, both past and present, of the Wiradjuri Nation and extended that respect to other Aboriginal people who were present.

5.2         Mayoral Report - Confidential Staffing Matter

1.   The Council accept Mr Phillip Mc Murray’s resignation as General Manager of the Cootamundra-Gundagai Regional Council with effect on and from 25th March 2022.

2.   The Council thanks Mr McMurray for his service to the Council and in particular, the leadership he showed in helping to unite the Council following amalgamation.

3.   The Council appoint Mr Glen McAtear as the Council’s Acting General Manager pursuant to sections 336 and 351 of the Local Government Act 1993, with such person to remain as the Council’s Acting General Manager until the Council appoints an Interim General Manager.

4.   The Council invite Local Government NSW Management Solutions and McArthur to submit proposals to recruit a new General Manager for the Council.

Recommendation

1.      In accordance with sections 336 and 351 of the Local Government Act, 1993 an Interim General Manager be appointed with that person to hold the position until such time as a permanent General Manager is appointed and commences duties with Council.  

2.      A recruitment panel comprising of the Mayor, Deputy Mayor, and two other councillors be established for the recruitment of the Interim General Manager.

3.      The recruitment panel prepare and submit a report to Council on the recruitment process, undertaken by the panel, including a recommendation of the preferred candidate for consideration by Council with a view to the appointment of an Interim General Manager. 

 

Introduction

At an Extraordinary Meeting of Council held Wednesday, 9th March, 2022 Council accepted the resignation of its General Manager.

In determining this matter Council also resolved, in part, to appoint Mr. Glen McAtear as the Acting General Manager pursuant to sections 336 and 351 of the Local Government Act, 1993 with such person to remain as the Council’s Acting General Manager until the Council appoints an Interim General Manager.

Discussion

In response to that resolution, and in accordance with sections 336 and 351 of the Local Government Act, 1993 (the Act), Council must proceed to recruit an Interim General Manager. The person appointed to this interim role will hold the position until such time as a permanent General Manager is appointed in accordance with section 334 of the Act and commences duties with Council.

Preliminary enquiries have been made with Local Government Management Solutions in relation to identifying potential candidates for the role of Interim General Manager. As a result of that enquiry, two potential candidates have been proposed for consideration. A further unsolicited enquiry from a potential candidate has also been received. It is feasible that further potential candidates may be identified prior to interviews being conducted.

To facilitate the recruitment of the Interim General Manager, it is proposed that a recruitment panel comprising of the Mayor, Deputy Mayor and two other Councillors be established. As an alternative, Council may choose that the recruitment panel be the same as the General Manager’s Review Committee as determined at the Ordinary Meeting held 25th January, 2022.

Upon completion of the interviews and related enquiries by the recruitment panel (including reference checks), the role of the panel would include preparing and submitting a report to Council on the recruitment process undertaken by the panel, including a recommendation of the preferred candidate, for consideration with a view to the appointment by Council of an Interim General Manager.

Introduction

For over four (4) decades the Cootamundra branch of Soroptimists International held an annual art show in Cootamundra. The former Cootamundra Shire Council, which was involved in the art show since its conception in 1984, was a major sponsor and provided an acquisitive art prize of $1,000 increasing to $2,000 over time. Each year Council acquired a painting. The art show  raised approximately $6,000 each year which was donated to various local charities and organisations.
