Council accept the tender for Cootamundra Flood Study, Floodplain Risk Management Study and Plan (002/2019) from WMA Water in the amount of $128,460. |
Introduction
Tenders were recently invited for an updated and revised Flood Study for the Cootamundra Township. Major floods occurred in the Cootamundra area in 1885, 1903, 1919, 1952, 1956, 1974, 1983 and 1984, and more recently in September, 2016. The large flood of 1974 is well documented and was used to calibrate the previous flood models developed for the Cootamundra (1986 and 2001).
Discussion
The September, 2016 flood resulted in evacuations of properties located along Muttama Creek through the township which indicates that this event could have been larger than the 1974 flood event to be considered somewhere between a 20yr and 100yr ARI flood event. Also several low level causeways through town were cut in all but the most minor flood events that restrict movements and evacuations in these times. The 2016 flood event re-ignited community concern about the flooding of Muttama Creek.
In August, 2018, a “Stormwater Priority Assessment Report” (Cootamundra Gundagai Regional Council - Priority Infrastructure Project: Stormwater Priority Assessment Report - Version 1.2, August 2018, Mike Brearley & Associates) identified the mainstream flooding from Muttama Creek as one of the highest priorities for Council. On 31st July, 2018, Council resolved to allocate funding for the preparation of a new flood study for the Cootamundra area.
Note that a confidential tender assessment report is provided under separate cover as, it is considered that discussions of this matter in open Council would, on balance, be contrary to the public interest as it would prejudice Council’s ability to secure the optimum outcome for the community.
Further, it is considered that discussions of this matter in open Council would, on balance, be contrary to the public interest as publication of all tendered amounts would discourage potential tenderers from submitting commercial information in the future and therefore prejudice Council’s ability to secure the optimum outcome for the community.

Council accept the community members whom submitted an expression of interest to be considered for the Cootamundra Floodplain Management Committee |
Discussion
At its Ordinary Meeting held on 26th March, 2019 Council resolved (019/2019) to establish a Floodplain Management Committee in Cootamundra. Expressions of Interest were sought from Community Members to take part in this Committee via Council’s website, newsletter and snippets. Three (3) responses were received as at the closing date of 29th April, 2019. The authors of the expressions of interest are:
1. Steve Mills - Muttama Creek Regeneration Group
2. Belinda Scott
3. Ken Loiterton
